Gary,

have a look at MG-SOFT's web pages (http://www.mg-soft.si).

Their "sendtrap" utility does what you like. You can download it
from http://www.mg-soft.si/snmpapps.html and play around with
it. I think they charge license fees only if you resell the product
or sell software using the tool.

I am sure there are quite a number of other tools doing the same,
but I happen to have used this one and found it worked well.
