Hummingbird eXceed comes with a whole inetd package that includes ftp,
tftp, telnet, named, gopher, finger, lpd, and others for 95 & NT.  It's
a little pricey if all you want is the tftp server, but if you need an
emulator too, it's got lots of stuff with it. (Not a recommendation)
