Netview eventlog is not picking up traps from netview subagents.  All daemons
appear to be running.  Hav eturned on error logging in snmp.conf, and recieved
the following error.

(07424) trapgend - connect_snmp(): smux_init(): systemError [join_tcp_server
failed: connection refused]

Can anybody tell me what this error is.
