Joe,
I've written one that seems to work fine for nodes.  Basically, what I
have is a process (perl script) that goes out and gets the next-hop
for every node in my database.

The next-hop for a node on a network should be the router-interface.

I then store this router-address, along with the original node in a
flat-file.

If the node goes down, I do the following:
  1)  Test the original node.
  2)  If the test fails, I get the next-hop address.
  3)  If the next-hop fails, I throw away the original interface-down
       event (assuming the node is actually down; just unreachable).
  4)  If the next-hop responds, then I know the node is in-fact down.

Now, if the router interface goes down... step #3 will ensure that
I don't get node-down events.
