Most likely they have been discovered but the oid_to_type and oid_to_symbol info is not configured correctly. They will be discovered in the object and topology database, but NV does not know that it's really a router. For starters, you should check the object and topology databases with ovobjprint and ovtopodump. Using locate from the GUI and looking for an IP address or hostname will also help.
