cant add objects

Hi this is problem ive had before where netview wont let you add an object
to the map.
I have rebooted machine,run the reset_ci command.
Im logged in as root and the map shows full read-write.
When I ran the reset_ci command it tried reregistering lrf files.
ie ovesmd.lrf ,ovelmd.lrf and killed the process with the error
"fatal:libucb.so.1 open failed.no such file or directory.
It also showed unable to update the label for the netview server icon.

any ideas out there?
