oserv wont startup

Hello,
   I have just installed Tivoli Framework 3.6 client code for managed node on an
 AIX 4.3.2 system.
I cant get oserv to startup as the command and results show below.





oserv -k $BINDIR -N by_addr

get_boot_info failed (30)
!oserv: odlist init failed. requested resource not found. (30)


also the lines below are from the oservlog

1999/05/13 17:31:40 +05: !/tivoli/bin/aix4-r1/bin/oserv: odlist init failed. req
uested resource not found. (30)

Does anyone have any ideas of what might be amuck here, it appears to me that it
 could be a path problem of some sort ???
