It can be run as a standalone, that is, without the Tivoli desktop running.  But
it cannot be installed that way.
Please read and follow the 5.1 Release Notes.   Note that the Tivoli oserv
daemon will run in the background after Framework installation so that the
Tivoli desktop can be started.  The Tivoli desktop from the Framework is how you
actually install NetView -- it does not go on with installp.

We are preparing to install v5.1 and move from v4.1. We have always run
Netview as a standalone, and see no need to change our standard
practices now. Can Netview be installed and run without installing and
running Framework?
