NT INI Question

I noticed that there is a netview.ini in the C:\WINNT directory in my
installation. Does anyone know of a way that I can use this file to
configure the start up of Netview using this file? I was actually hoping to
open certain windows every time someone starts up the application. Can this
be done? Is there some other use for this file? Is there some documentation
on how this file should be used/edited? Thank you for your time.
