Please Limit Large Attachments to NV-L List

Please exercise restraint in sending large, encoded files to the NV-L
list.  Many recipients cannot decode them.  It also puts an unacceptable
burden on the archival processes associated with the list.  If you need
assistance with a problem that requires the sharing of problem specific
machine readable or encoded files over one or two thousand bytes, please
mail them directly to the recipient rather than to the NV-L list.
