This is exactly what this ruleset does.
If a node down event arrives, it displays it, and if a node up event for the
same node arrives within 10 minutes, it removes both events from the workspace.
An easy way to test this is to open a dynamic workspace with this ruleset
active. You can then test to see if it does what you want.
