Have you installed Ciscoworks recently? There was (and may still be) a bug in
the install process which causes this. You can identify which files are in error
by running an ovw -verify. Also check the symbols and bitmaps directory and see
if you have any 0 length files. An ovw -config and ovw -fields might help as
well. If you installed Ciscoworks you may have some bad files which need to be
deleted.

Have you tried the procedure in the NetView Diagnosis Guide?  Page A-44 may
help.
Failing that, I've done a system trace on "fop" (file opens).  This helped me
find
files that were missing in /usr/OV/bitmaps/C.
