Netview (SNMP) over VSATs

I was in a meeting yesterday with a satellite vendor.
We are considering using Tivoli Enterprise Console
to monitor devices throughout a state that is totally
comprised of VSATs (satellite network).  Over 200 locations.
This satellite vendor stated that SNMP can not be
used over the satellite.

Is anyone using SNMP over satellites?  Is the vendor's
statement because they SPOOF IP and remove the
SNMP UDP Port?
