Typically, The SAP objects reflect all status for ATM "Service Access
Points", i.e., LEC's and CIP interfaces. If CIP is enabled but not
configured, or configured and down, the SAP object will be yellow. All
interfaces being used may be OK, but if there's something simply not
being used, but reported by a poll of the ATM interface MIB reports
stuff down, SAP will be yellow.

As Leslie's note implies, if you have discovered a new problem, or if
there are no defined/not used interfaces, you need to have support
evaluate the problem.

BTW- There is no note Application Transporter, MAT, or PSM stuff in
Nways. There are two refresh options on the Tools->Nways menu, however,
that do similar things, but to the current topology scheme.
