I stop various netview-daemons every night for doing ovtopofix and database 
backups. When I restart the daemons, including snmpCollect, the collecting 
cycle starts. So if you need your data only at some points during the day maybe 
it will be sufficient to define the interval (4 hours or something like that) 
and then extract the data as described by Mel. Or you can start snmpCollect 
only at those specific points, but then you can't measure threshholds etc. 
during the day. And remember: if a box is down or too busy to answer the 
snmp-requests snmpCollect let "sleep" this box for 1 hour (default, you can 
change that) and then starts again collecting from this box, so the actual 
collecting time may drift away from what you think it should be.

SnmpCollect is going to remember the last time time it collected data
because it is taking a five minute average.   I have written scripts using
snmpwalk since all the devices had more than one interface.   Using this
method one could snapshot the counters over a five minute period and come up
their own five minute average.  I developed an elaborate system taking into
account counter rollover, etc.  It really wasn't worth it.  It takes a lot
of machine power if the number of devices are many.
I would recommend letting SnmpCollect do its work, dump out the database to
a file using SnmpColDump and extract what I needed.  All this can be done in
one script in a cron job.  I also clear the databases at the same time
making sure the
collections don't overload the filesystem.
