Steve, I would think that it is probably not correct to assume that a
device has been reset just because you got a Node Up event. In the
general case, I think an Up event should only cause a page when
you know for a fact that a page was sent for a corresponding Down.
Some people keep track, eg write a file when the send the Down
page, erase it when they send the Up page.
It probably seems funny that you get a Node up when you get an
Interface Up, but that's the way it works. That's why many people
focus more on Interface events than on Node events when dealing
with devices with more than one interface.
