Did you try "clearing" the tess (i.e. event) database?
This might help.
ovstop
Goto \usr\OV\databases\odbc
copy tess_db.mdb_empty tess_db.mdb
ovstart
Another possibility... if using a seed-file.
Make sure that there are no comments on the same line as node-names.
I'd turn on tracing to see what info netmon gives you. In fact,
you might want to do this before you clear the event-db.

Subject: [NV-L] Netview 6 for NT not restarting discovery
Does anyone know why NT Netview 6 hangs after clearing
the database and fails to restart discovery? I had
opened a PMR on this issue but the Tivoli support person
knew less about NT Netview than I did.
I have tried to to even set the polling options down to
five minutes but it still fails to kick off, and the
status area on the screen reports none for the next
scheduled pool to discover new nodes. At this point I am
tiring of re-installing Netview just to get it to run
discovery.
