You can do this with:
!@oid 0

or you can do this with

@oid 1.3.6.*

depending on whether you are being inclusive or exclusive. The difference
in behavior can be very confusing, so read  more about it in the Inst &
Config
manual and in the man page for netmon.

If you are in a constrained environment, you will want to keep in mind the
fact that excluding by OID (even the 'non' OID) causes the creation of stub
objects in the database for every node it finds that it does not officially
discover.
So keep your ovwdb cache setting as high as you would if those nodes
were really there.

I'd like to limit the discovery of non-SNMP devices by netview, and want to
make the appropriate entry in the seedfile.  What is the specific syntax
for such an entry? Thanks in advance.
