Interesting, and I'll bet it was a very difficult issue to solve, but it
prompts the question, "who set the sticky bit?" since it isn't shipped that
way

Hello Forum,
We have (unfortunately) found another reason for ovtopmd refusing to start
with en exit code = 255 (other than Tivoli envir not sources etc.)
for some reason (Devil, why did you come here?), ovstart had a sticky bit
set.
We've removed that sticky and ovtopmd did not complain anymore, all daemons
are now running.
Just in case someone else went into this problem also.
