Tivoli NetView Event Suppression is a feature added to NetView Version 6 which is also called "Route Fault Isolation" and is explained in a the Release Notes for NetView 6.0.2 and in the file called /usr/OV/doc/RouterFaultIsolation.htm (\usr\ov\doc\RouterFaultIsolation.htm on NT). I would start reading there. Basically it is a method to help eliminate false "Node Down" and Interface own" events which are caused because intervening routers have gone down, rendering those addresses unreachable.
