Helder,
I experienced this exact same problem. Here is IBM's explanation as to why
there is a problem:
The problem is Motif. The Java we use requires Motif 2.1 shared libraries.
When the failure occurs, Motif 1.2 shared libraries are involved. Many
systems, including yours have a variety of X11 releases installed and Motif
releases as well.
Here is what they had me do that took care of the problem:
Modify /usr/OV/bin/NVenvironment to replace the Motif1.2 with Motif2.1
(back it up first)
Modify /usr/OV/bin/netview to replace Motif1.2 with Motif2.1 (back it up
first)

When I start Netview interface, I´ve got the following error in
netview_root.log:

And nothing that need the java applications work at all.
If I try to launch web console security or seed file editor manually, the

error appears on the command line. I tried many variations of
LD_LIBRARY_PATH
and/or CLASSPATH, no results. If anynone can help, I will appreciate a lot.
