It looks like some of the actual OID is
missing,
1.3.7.66.114.111.119.115.101.114 looks like the
end of the standard MSFT OID,
the beginning should be simialar to
1.3.6.1.4.1.311.1.13, as I recall.
The decode of your remaining data should work as
follows:
1 - means 'software'
3 - Im not sure of, I've seen 4 (meant SMS 1.2)
and 13 (meant SMS 2.0)
7 - ascii decimal codes
follow the '7' in the OID -
as you've pointed out: 66 aka the char code for 'B', then 'r',
'o', ...)

This particular event indicates that a
"stronger" MSFT box has entered the domain and a new
election for the Domain Master Browser is being called for to confirm
this. Strength is relative, its mostly based on the Windows OS from
Win 3.1 up thru the current versions, the most current being the
'strongest'
