Yes, prior to purchasing the equipment, we talked to a Nortel SE... He is no
longer with the company due to layoffs last year. Our new SE informed us
that he was well aware that Agilent does not decode Nortel PtP. $35k later,
nice time to find out.

Yes we do... How would you do this?

Yes, we need to look at WAN specific traffic. We need to see what is coming
in over the WAN before it hits the LAN, because we have about 20 different
LANs the traffic could get split over once it hits the Router.

I've used either a Sniffer or a HP Internet Advisor when I've worked with
Bay/Wellfleet gear.
I've also used the Agilent gear (probes), though not when dealing with Bay,
but with Cisco and didn't have any decode problems. I'm kind of surprised
that it isn't able to do this. Silly question but have you either tried it
or checked with your local Bay SE?
Also, do you have/use Optivity? You could do a limited packet capture via
that if you are in a pinch and really need to do it.
Are you trying to look at the WAN specific traffic or just traffic going
across the WAN? Maybe if it's the latter, you can see it when it goes over
a LAN segment (say it's user traffic that is going over a WAN link to a
remote server - I see this all the time).
