RFI is controlled by the "-K" flag (-K1 turns it on, -K0 turns it off). it
is on by default in 6.0.3 and 7.1 and all subsequent releases. You
control it by setting the option in serversetup.

It's mentioned in release notes of 6.03 as being active by default, so I
would assume that it is active by default in 7.1 since there is no mention
of it in the 7.1 release notes...
