The events are generated by MLM. Actually we want to block the
traps (status change)of certain devices to go to Netview server .That
is we are managing devices through MLM and we don't want to see
the traps in Netview server for certain devices.

The link up link down events are generated by either a) the SNMP agent on
the box or b) Netview/MLM. You did not specify which.
I guess my first thought is unmanage the device or disable the snmp agent.
If you don't want to see link up link donw events, why manage the device at
all?
