I also received bounce notifications at 2 separate mail servers,
from attbi.com the same 2 messages as yours bounced back to tivoli:

yours seemed to bounce around the same time:

These are the first time I ever saw these at any of my accounts & they came at the same time,
maybe our three separate mail servers were down, blocked or routed thru a bottleneck,
or the tivoli mailer was having a hiccup.
 
Things seemed to recover quickly, no bounces since.
