With version 6.0.3 you cannot. Go to version 7 and you'll be happy: all the
functionnalities you require are available there.
With Version 7.x you can restrict view in a map according to subnets and/or
locations.
You can also define user profiles (they call them Roles) where you can
enable/disable any menu item.
