Has anyone tried the obvious hack of renaming /usr/OV/conf/ovsnmp.conf and 
/usr/OV/conf/ovsnmp.conf_db on the target box and then ftp'ing those over 
from the original?

Don't know if this will work but I believe that is essentially what 
happens when you make a backup for migration to another box.
If you've migrated all your smartsets with colmaint or something already, 
I see no theoretical reason why this wouldn't work, but I have never tried 
it.
If it fails, rename your old stuff back and you will have lost nothing.

Bad news here. 
Specifically, we are talking about using xnmsnmpconf -export <myfile> on 
the original server. 
Copying <myfile> to the new server. 
Then executing xnmsnmpconf -import <myfile> on the new server. 
This copies everything except smartset definitions. 
I questioned this several years ago and was told by support that it is 
"working as designed". 
They say they don't support exporting/importing smartset snmp definitions 
because you might not have the same smartsets defined on the new host and 
that would be a problem. 
Therefore, we are stuck with manually recreating each and every snmpconf 
smartset definition on the new host 
This could be very tedious if you have a lot of SNMP config options 
defined with smartsets. 
Maybe it is time to revisit this issue with support.

I need to copy the SNMPconfg that has SMARTSETS defined, to a new 
Netview host. 
When I dump the snmpconf it does not contain the SMARTSET configs. 
What is the best way to get the SNMPconf with the SMARTSET definition 
copied to new host. 
I have already copied the SMARTSETS to new host.
