Don,

you did not say what version of NetView you are running.   RFI (route fault
isolation) in 7.1.3 should have helped reduce the number of alarms...did
you experience that?

Have you checked out ITSA (IBM Tivoli Switch Analyzer)?    In experiments I
have done in the lab with several routers and switches,  I have had the
following experience when forcing a major outage:

NetView without RFI --  1000s of events
NetView with RFI -- about 50 events
ITSA -- 2 events.
