On all UNIX platforms, V2 yes,  but V3 no.  No plans for SNMP V3 have been announced for any platform.  

I think I have said this several times on this forum before.  
There are no official archives  of this list, but one user in the UK has been keeping some at 
http://lists.skills-1st.co.uk/mharc/html/nv-l/ .  They are public and searchable.
