I think you will find that netview.baroc and netview.rls files probably 
exist in the default rulebase directory hierarchy but they are not 
active.  Look in $BINDIR/TME/TEC/default_rb/TEC_CLASSES for 
netview.baroc and the TEC_RULES directory for netview.rls.  There used 
to be some notes in the readme (at TEC 3.7.1 Fixpack 2), that explained 
how to activate these files in the default rulebase, if required.
