/usr/OV/app-defaults has all the X-11
resource files for NetView.  You can change things globally from there
or you can make local copies of the files (Nvevents, OVw, etc) in the user's
$HOME directory.  Of course, you need to log out of the CDE and back
in for them to take effect or use 
        xrdb
-merge <file>
to cause them to be merged with the
X11 defaults.

I am surprised you are asking since
in the last post you made about Event Windows you already indicated that
you had modified the Nvevents resource file to set the load environment
to True.
