What I'm trying to prove here is that with the on-going change of
Networks, the administering of these tools is a full time job (for one
person).
Granted the skill level will vary, but even for the most skilled
administrator; can one person ad equally provide up to date/ real time
monitoring of the network?

That's a tough question to answer. I guess it really depends of the
skill level of those involved and requirements in the environment. I
would think 1 for each or 3 total would probably be ideal, but again
it really depends on how you use the products.
