For the UNIX GUI, yes; see /usr/OV/app-defaults/Nvevents
The UNIX GUI is a X library implementation so user-control is automatically
externalized by changing X resources
For the Java GUI, no. Just like changing the colors, someone would have to
write an external function to permit that, just as they had to do for the
Windows GUI, but so far, no one has.
