NV 7.1.3 On Solaris 8

I am trying to create location containers in a submap and it will not let 
me select a symbol sublcass
>From the Netview native console IP Internet Level I select Edit>Add>Object
Select the Location Symbol Class
Try to Select Site or any other Subclass and the subclass does not 
highlight or show any indication that it is selectable.

I am trying this from a read/write map and I  am stumped.

There are entries in the Location.conf file that are represented on the 
map but I am not able to create a new one from the gui
Any help is greatly appreciated...
