C'mon, Dave.

 SNMPv3 isn't supported by 7.1.4.  You have to switch snmpd to be version 1
by issuing this:
      snmpv3_ssw -1
You must have had to do this very thing for AIX 5.2 at one time or other
because it works just like 5.3.

mgragentd and trapgend are smux peers, configured for SNMPv1, and they will
exit if they cannot connect to snmpd after a few retries.

Just a hunch but is the SNMP daemon on AIX using SNMPv3 by default?

         My Unix team just upgraded my Netview server to AIX 5300-03
from
5200-02.  After the install I attempted to start the deamon's and
trapgend
or mgragentd will not start up. I did a reset_ci and attempted ovstart
