We see it all the time when we're doing maintenance.  The "NetView Console" in 
the message is the X-window NetView map which is open or the virtual map open 
in the netviewd daemon. The message usually means a map is not open in netviewd 
or on a screen.  If more than one map is open in X-windows you get a choice. 
(Assuming you're on Unix or Linux.  Windows is similar but the terminology 
differs.) 

If you lose the whole Web Console instance it's usually the WebServer daemon is 
not running.

After opening the Web Console and trying to do File - Open, it fails with the 
message:
The Submap Explorer could not connect to the NetView Console. Exiting the 
Submap Explorer.
