Hi Mike,

I'd go for 7.1.4+fixpacks (as Leslie and James said) if you need any of the new features in 7.1.4, or wait and go for 7.1.5 directly when it comes out later this year to be able to use support. 

Also, one thing to keep in mind is that if you're not managing a big network, Precision IP might be overkill in its current incarnation.
