If you are migrating from 7.1.3 to 7.1.4 just so that you can then migrate to 7.1.5, no fix packs are required.
The migration code works off the base release as part of the installation process -- that's when the appropriate tools are called.

If you are going to stay at some level, then I recommend that you get the most current FixPack for that level.

As for stability, that rather depends upon your environment. There is a 7.1.3 FP04 available and you may install that and stay there as long as you like, but if you need to get a fix for anything, or upgrade for a newer version of the OS, then you are out of luck. There won't be any new updates to 7.1.3.

Another issue surrounding stability seems to be java-related.
At 7.1.3 you are using the java 1.3.1 JRE. That level is good all the way up to 7.1.4 FP04, which introduces JRE 1.4.2. Some folks have had problems getting that properly installed. Then with the changes in the way the US does Daylight Savings time, an ever newer update to some of the java libraries is required in 7.1.5 and 7.1.4 FP05. These java changes seem to cause real grief to some folks, depending on how much they use the web client and whether they are forwarding to TEC and using the State Correlation Engine, which is java.

I'm sure others will have their opinions as to where you should be, but for the long term 7.1.5 is where you should go, though I know that many folks are probably waiting until the first Fix Pack for that is released

I have a question?
I have 7.1.3 with FP 3. What do you recommend to proceed with upgrades to get the latest version? does it need to get FP while upgrading?
Which is the most stable version to upgrade to?

The way migration works is that at every level we add the new stuff to your migrated stuff as part of the install, changes to trapd.conf, oid_to_type, and so on. So skipping 7.1.4 means you would not have what was added there and your migrated files would not be complete. Furthermore, migration direct from 7.1.3 to 7.1.5 was not tested, so no one can tell you what to add in nor what other problems you might encounter.

You don't have to stay at 7.14 long, but if you want to migrate your system as opposed to installing new, then you'll have to go to 7.1.4 first. You can do them back to back, on the same day, if you like.
