I would not expect this to be a problem on 7.1.5 unless you migrated from an earlier release. In earlier releases  we had to make that update (as well as the one in if_to_sym to recognize type 32 as Frame Relay) but in the new 7.1.5 system that I installed recently, I was delighted to see that it was already done. At least I thought I saw that it was already done. So was yours a migration?

I am building NV7.1.5 on a new AIX5.3 server.
I have around 900 Frame Relay network symbols in my new object holding area.
My Frame Relay networks are all IP. (Aren't they all?)
 
Problem:
NetView v7.1.5 now recognizes Frame Relay networks.
However they are not registered as IP networks and therefore cannot be cut/pasted into a Location.
If you try, They are placed on the User Plane.
 
Solution:
Edit the /usr/OV/symbols/C/Network registration file.
Copy the Capabilities section from the "IP Network" clause to the "Frame Relay" network clause, as indicated below.
This will add isIP=1 which is what is required for a symbol to be placed under a Location.
Then run ovw_configure to re-read this symbol registration file.
I also deleted and rediscovered the Frame Relay networks.
