I think I need to back up a bit.  Before I dig down deeper, I want to verify that I am using the correct MIB. Perhaps I am using the wrong MIB.  I was told to use the CISCO-PORT-STORM-CONTROL-MIB to format the following trap.

When I search for MIBs using 1.3.6.1.6.3.1.1.5  I do not receive results that point me to the CISCO-PORT-STORM-CONTROL-MIB. 
 
How do I know what MIB to use to resolve undefined traps?

It means that your concatenation is missing a Cisco MIB which defines ifTestOwner and ifTestEntry. as well as a MIB which defines ifStackTable and ifMIBObjects. And one of those may also provide the missing link to resolve this

Enterprise object id not found for trap linkDown, (6,3).Enterprise object id not found for trap linkUp, (6,4).#

mib2trap is trying to build and enterprise id from 1.3.6.1.4.1 and for some reason it's not able to fill in the rest
