It means that the ruleset you have created is too big to fit in the buffer
that nvcorrd allocates to hold it.  A defect like this was fixed in
U451880.  If you don't have that (do lslpp -ha nv6000.base.obj and see)
then apply it.  If you do, then please  call Support.
