This is a really bad bet.  NetView 5.0 was not tested on AIX 4.3.1.  The
soon-to-be-released 5.1 was tested and we found plenty of problems with
X-related routines just hanging waiting for updates.  Don't know what AIX
did or didn't do to cause this, but we had to issue this before the GUIs
would run correctly.
   export LIBPATH=/usr/lpp/X11/lib/R5:$LIBPATH

It will be a permanent part of the NetView startup script until AIX fixes
