Have you ever seen NetView?

There is an events window where all events are shown, unless they have been
customized to be "Log Only" or "Don't
Log or Display".  If you are expecting an event in the window and you don't
see, but it is in /usr/OV/log/trapd.log, then it is probably defined as
"Log Only" and you can use Event Configuration to change that.

You can also use Event Configuration to send pages or emails whenever a
particular trap is received, or when it is received from a particular node,
or you can build a ruleset to do it only when certain other conditions are
met, such as the link down has been received and no corresponding link up
has been received for some interval, say 20 minutes.

All these facilities are described in the NetView Administrator's Guide
(see Chapter 5 on Events particularly) which is available on-line through
dynatext after the product is installed.  Hardcopy is provided with the
product as well.
