Rules nodes are interpreted top to bottom and left to right.  Each node
in the top row is evaluated starting from the left node.  No other row of
nodes is evaluated until all the nodes in the top row are evaluated to equal
"true", or a "false" condition is met.  At that time the next row of nodes
are evaluated.

Use nvcdebug.rs to watch as the rule executes against incoming traps.
