Event window configuration

We intend to have a number of different levels of user.  At the lowest
level we want the user to be able to see any events reported but not to
delete any of them.

We have re-configured the menu bar  of the main using the security
registration files but have not found a way of removing menu items from
the events window. Is there a way of doing this or do we need to use a
different approach?
