But the Framework you get with NetView in the same box comes with a license
key so this should not be a problem unless you are trying to install it
somewhere other than your NetView server.

I believe you get nowhere unless you install Framework FIRST which means
license key!  NetView is only installable via Framework.  No license -
no NetView.
