Hello, Chris;
You can use the nvUtil command (see G option) and save the collection rules 
into a file. By using a
script you can modify or create collection definitions from the command line, 
i.e. load your rules
from the file. You did not find collection rules in a file as they are stored 
in the topo database
as it seems.
