Hello, Simon;
I think you will have to turn security off to correct the state of things. 
Either edit
/usr/OV/security/sec.conf to change SECURITY_LEVEL_FLAG to OFF or use 
"/usr/OV/install/tools/secutil
-off" to change the security flag without editing the file and restart nvsecd.
