If you have the same output (i.e. none) from the following commands
wlookup -r ProductInfo -a
wlookup -r PatchInfo -a

then something may have gone wrong with NetView or Framework. Have you seen any 
errors?
Ken is right as to how to see if NV's installed. But you should be able to get 
the Tivoli product
and patch info from wlsinst.
